The tournament will be played in four rounds. In the first round, the 16 teams will be divided into four groups of four teams each. Each group will play a single round-robin tournament, and the two teams with the most points in each group will advance to the quarterfinals.
(If teams are tied on points, their ranking will be determined by their goal difference in the group, the number of goals scored in the group, their head-to-head record, their goal difference and the number of goals scored in head-to-head matches.)
The quarter-finals, semi-finals, third-place play-off and final will all be played as single matches. If the score is level after normal time, there will be extra time, with two 15-minute periods. If the score is still level after extra time, there will be a penalty shootout.
If the third-place play-off is delayed and affects the start of the final, and the score is level after normal time, there will be no extra time and the match will go straight to a penalty shootout.
